Desmond has been a regional and group-level transformation leader with over two decades of experience in law enforcement, two major Singapore banks, two Europe-headquartered banks, and a US multinational e-commerce company involved in payment services, including in senior management roles.

He specialises in turning regulatory and operational complexity into scalable, technology-enabled solutions, helping organisations modernise risk, compliance, and business processes. With a foundation in law enforcement leading complex investigations, he brings deep experience in regulatory engagement, licensing, and remediation, as well as the execution of large scale, cross-border programmes, including the migration and scaling of critical operations while maintaining quality and control integrity.

His experience extends beyond financial crime and compliance into enterprise risk transformation, data governance, regulatory strategy, and operating model design. A key focus of his experience is delivering complex regulatory, operational, and technology-driven programmes; integrating artificial intelligence (AI) governance, analytics, and automation into AI governance, risk, and compliance frameworks; and helping organisations balance innovation with regulatory expectations around transparency, accountability, and data protection. His programmes have delivered significant reduction in inefficiencies, improvements in financial crime detection accuracy, and gains in operational productivity, while strengthening governance and regulatory alignment.

He holds a Distinction in Digital Transformation & Change Management from Boston Consulting Group and is a Certified PDPA practitioner (Singapore).
